One of the most significant events at the turn of the century was the rapid rise of the two Asian giants – China and India. Based on the growing economic success of India in a short time and significantly strengthened its «hard» power. Since the 2000s, India begins to pay more attention to its «soft» power, playing an increasingly important role in regional and international affairs. This paper examines a number of issues that occupy an important place in the ongoing debate on the content and strategy of soft power in India.

The purpose of this paper is to investigate the strategies of national education system in some APR countries (USA, China, Singapore and Russia) as "soft power" instrument. The main task is to analyze in certain criteria (governmental programs and initiatives, funding, number of international students, popularizing the national language abroad) the level of the countries competitiveness on the global market of education and to evaluate the effectiveness of educational policy. The methods of comparative and descriptive analysis are used in the paper.

The article aims to analyze the main directions of the Japanese “soft power” in terms of the shaping of a positive image of the country in the People’s Republic of China. This research covers the dualism of the internal political situation in Japan (focusing on the nationalism as a political ideology) and the tools of “soft power” in the Japanese foreign policy.

This article examines the characteristics of the Chinese state newspaper "China Daily" description of the G-20 summit held in 2016 in China. The analyzes of its agenda, identifying the efficiency of formation of the agenda as part of the "soft power" of China. By quantitative and qualitative methods was studied in a total of 105 entries on the theme of "G-20". The description of this event by state newspaper can be regarded as an example of the promotion of chinese "soft power".

This article is devoted to the study of Russia's image in regional Chinese media on the example of the newspaper "Heilongjiang Daily." The article shows that the image of Russian regional mass media in China as a whole is neutral. Materials of our country mainly occur sporadically, in large part due to the handling of the media on China's internal problems of the country. Nevertheless, the media border with the Russian regions of China are paying much more attention to domestic and international problems of the Russian Federation, with her trade-economic and cultural cooperation, as compared with another country. Although mainly neutral reports of Russia, there are materials that directly or indirectly shaping its positive image as a country with a highly developed culture.

We consider the relationship of cultural diplomacy and state regulation of territorial development, based on the empirical data of the Far East of Russia. The possibility of stimulating effect of cultural diplomacy on the socioeconomic development of regions is proved. Several key areas for international cooperation (teaching a foreign language, science, medicine, business education) are analyzed. We also examine the way in which the central government draws regional institutions of culture, science and education to the execution of foreign cultural policy. We conclude that the foreign development aid is carried out in the interests of foreign countries. Therefore acceptor state should treat it as a temporary phenomenon, and to strive for international cultural cooperation on a parity basis.

The article concerns the process of organization and training of army reserve manpower pool in Priamurskiy Military District before the World War I. After the era of mass-armies had become, the accumulation of the army reserve became one of the most important task for the Great Powers. In Russia, this process began in 1874, but the most active period took place between Russo-Japanese War (1904–1905) and World War I (1914–1918). The study had shown that the training of army reserve manpower pool began in Priamurskiy Military District only after 1909, when the liability for military service was expanded on the population of the district, and this training was the most active in 1910–1913.

Based on analysis of land policy and planning practices the study attempts to understand the problem of land tenure and land use in the Far East in the context of the latest concepts of the agrarian question. The author concludes that the Soviet power in the 1920-th through the guide planning sought to concentrate land in the hands of the state. Measures aimed at rationalization of farms land were not implemented.

There is under analysis in the article the typical for modern Russia ecology-economical contradiction, the essence of which is the conflict between such basic values as the civil write on the favourable environment, economical benefits of some groups and individuals and people health. Such situations are typical for small towns with the industrial plants without which the town dies. The conflict of ecological and economical interests the author considers through the notion of crises, the inauspicious dynamic of which lies from ecological calamity to social disaster. In the article there are presented some main summarized conclusions with practical significance for research field of crises, their essence and dynamic.

The study included two phases, the first calculated relative volatility of the CPI for vegetables, for the second study evaluated the effect of border markets. The results did not confirm the hypothesis of a greater degree of integration of the vegetable market south of the Far Eastern regions of Russia with the Chinese market, compared with the Russian market. However it revealed that market vegetables of China's northeastern provinces is more integrated with the market vegetables border regions of the Russian Far East, than the Chinese national market).

The authors analyzes the process of social and cultural transformation in the Kama and Vyatka region of Russia on the example of the development of health system in the XIX – early XX century. The article defines the role of different organizations (government institutions, zemstvo and the Orthodox Church) in ensuring availability of medical care. The analysis of ethnographic, statistical and other sources allows to make a conclusion about the formation of complex cultural situation. Traditional and modern elements formed a contradictory combination in the life of the local population.

Article is devoted to the institute of public diplomacy and its value for social and cultural development of border territories. The increasing influence of "soft power" forces to study specifics, resources and tools of nongovernmental organizations for promotion of country’s positive image. Russian and foreign approaches to the public organizations’ activities as well as the direction of public diplomacy are considered in the article. The main directions and objectives of public diplomacy in the North-West Russia were identified on the basis of the content analysis of Russia – Finland cross-border cooperation projects within the European Neighborhood and Partnership Instrument in 2007–2013.

The article regards the numerous questions of creation of the energy security model in North-East Asia in a context of Russian and Chinese energy projects functioning. Strategy elements of two major participants of Asian energy market and the realization of these strategies in the frame of different agreements and contracts on regional and sub regional levels are analyzing. System problems of building regional security structure with Russia and China participation and possibilities of using energy mechanisms in acting and planned programs of bilateral and multilateral cooperation. Factors of using Far East recourses potential for harmonic social-economic development of North-East Asia are estimating.
