The paper reviews a recent progress of new institutional economics in studying reasons behind development gap of peripheral regions. It argues that colonization and development of the Russian Far East should be approached as a string of experiments in political, economic and social spheres. Using institutional approaches and instruments to an analysis of experiments will allow to explain reasons behind the region’s poverty trap.

The article briefly explores the first decades of Russian presence in the Far East. The incorporation of the Amur and Ussuri regions occurred on the eve of the Great Reforms, which facilitated the emergence of a particular socio­political imagination among the administators of the region, who tried to turn it into a field of modern experimentation to create a settler colony along the lines of US or Australia. However, economic and demographic difficulties prevented the experiment, and episodes of violence, such as the so called Manza War, put issues of sovereignty and security in the center.

"Far Eastern hectare": experiment of the creation of property right over land?

The article deals with a system of rules, beliefs, and norms which altogether generate a regularity of (social) behavior within an institution of land property right created by the “Far Eastern hectare program.” Authors using field research data (interviews and ethnographic observation) focus on discourses and everyday practices of the Program (non)participants. It is revealed that post-soviet practices of land and other property seizure together with paternalist discourse dominating over liberal one, contribute to creating of inconsistent hybrid land property institution.

The development of the Russian ground forces in the Far East during the 1860sand 1870s: the influence of the foreign-policy factor

Using sources from the NARF, RSMHA and RSHA FE, this article examines the influence of the foreign-policy factor in the process of development the Russian ground forces in the Far East during the 1860s and 1870s. It concerns the influence of the Russia-Turkish War of 1877–1878 and the Ili Crisis to the number and the strength of the Russians forces in this region. The full­scale study had shown that from the later 1840s the foreign-policy factor have a real influence with the process of Russian ground forces’ development in the Far East. After the Mansa War of 1868, the role of it had rather increased, and then, after the Russia-Turkish War of 1877–1878 it took a decisive character.

The beginning of XX century was a time of commercialization of Russian journalism, including the provincial. In the struggle for local readers and advertisers not numerous in those years city newspapers waged paper wars with using different, sometimes quite "dirty" techniques. The winner of these wars in the city of Nikol'sk-Ussuriysk became Karl Lepin's newspaper «Ussuriyskaya okraina» («Ussuri region»). The article based on unpublished documents of Russian State Historical Archive of the Far East and the collection of papers from the Primorsky State Museum named after V.K. Arsen'ev deals with the history of these newspaper wars.

Electrification of the coal industry of the Russian Far East (1904–1941)

The history of electrification of the coal industry of the Far East in 1904 – 1941 is considered in the article. It is shown that electrification was an important technological basis for the modernization of coal production in the Far East. The technical reorganization of enterprises has led to an increase in the power-to-weight ratio of labor and an increase in its efficiency. The author comes to the conclusion that during the years of the first Soviet five­year plans, a solid technical basis for the preservation and enhancement of the accumulated growth rates of the coal industry of the Far East in subsequent periods was formed.

Shortage of personnel of the Workers' and Peasants' Red Army during the Battleof lake Khasan July-11 August 29, 1938

In this article, based on a comparative analysis of the Law on Military Service in the USSR in 1930, the staffing table of the Workers' and Peasants' Red Army of 1935 and the real states of the 32nd and 40th rifle divisions during the battle of Lake Khasan in July-August 1938 and non-combat losses, the author outlines the shortcomings in the configuration of divisions with the personnel from the private to senior commanders. The results of the conflict at Lake Khasan marked the beginning of modernization of the Red Army in the pre-war period, including the service of combat and material support, and the manning of the troops as a part of it.

The Red Banner Pacific Fleet Theater of the USSR in the 30–40s of XXth century

The article is devoted to the formation of the Red Banner Pacific Fleet Theater in the 30–40s of the ХХth century. Questions ideological struggle with the enemy considered together with the problems of the whole complex activities of council of war and political authorities of the Red Army. On the basis of archival materials reviews the activities of the Red Banner Pacific Fleet Theater under constant military threat and during the Great Patriotic War. The management the Political Department, the central military and political authorities, included all educational and propaganda work in the Red Army and Fleet. In the 30s–40s the theater has become one of the most powerful instruments of political propaganda. The paper analyzes the impact of the Political Department, in the repertoire. In addition, attention is paid to the problem of organizing the creative work of the theater.

The purpose of the article is to give recommendations on the implementation of the strategy of the Russian leadership in the development of the Northern Sea Route. The following issues are considered in the article: the history of development of the Northern Sea Route; The current state of its port facilities in the Far East sector; Problems and prospects for the development of this path. In conclusion, it is proposed to implement the measures based on the principles of historical continuity, consistency and anticipation of possible risks based on a scientifically based forecast.

The article is a continuation of the problematic issue, dedicated to the peculiarities of the Philippines’ foreign policy, including the changes made by Rodrigo Duterte, the President of the state. In addition to readiness for moving closer to China and Russia, Duterte proclaimed the necessity to develop cooperation with the powers not belonging to the traditional partners of the Philippines. The paper highlights the relations of the Philippines with non­traditional partners, which are the regional powers: Japan, Australia, and India and focuses on the analysis of the features of interactions, the key areas of cooperation, as well as the assessment of the issues. The article is based on the analysis of the researches and findings of Russian and foreign authors as well as the data and documents on focused problem.
