Imperial canon and imperial idea in a post-imperial perspective

Empire time has passed, but the idea has remained. As a regulatory principle of the unifcation of tribes and nations, the imperial idea is a manifestation of the principle of "pure" power as a hierarchically established order. The necessity of such an order is present at all stages of social development, but only in a certain era it dominates among other social forces, "forcing" people to co-exist, forming a world-empire (imperial canon). Already world-economics pushes the imperial idea to the background, and the modern "knowledge economy" establishes a special regime of depersonalized power-knowledge. imperial idea historically changes the way of infuence in the sequence: coercion-persuasion-attraction. The current situation is largely determined by the contradiction of the logic of the assembly of social agents followed by the international centers of power-knowledge, stimulating all kinds of mobility, on the one hand, and the states that are going into the past era, with their characteristic biopolitics and the defense of their territorial sovereignty - on the other. The article offers a methodology for understanding the modern post-imperial situation, based on a world-system approach, in which the interpretation of four cases is given: Pax Romana, Pax Britannica, Pax Rossica, Pax Americana.

The assumption that the empire is the dominant type of polity even today allows us to rethink the logic of major political processes, including colonialism, post-colonialism, as well as their future.

The article deals with the formation of theoretical ideas about the state and, above all, about the nation-state in political science. Political science interpretations of the essence and evolution of the state are compared with the concepts of politogenesis developed in political anthropology and related social sciences. Based on the identifed conceptual and methodological tools, an attempt is made to typify the states of the frst quarter of the XXI century. and assessment of the prospects for their further evolution.

Challenge of the Space: Abstract Geopolitics, Territory Potential, and the Historical Track of the Far Eastern Borderlands in the 1990s. (On the example of the Khasansky district)

The article focused on the contradictory process of transformation of the border space from a zone of containment of a potential clash to a platform for the implementation of cross-border international projects using the example of the Khasansky district. The author shows that the potential of the territory as a location for the implementation of such projects was rather a discourse constructed by regional and local elites, by "separating" development projects from a broad context that connects them with the history of previous development and with the surrounding space. The main foundation of the article were the material frst introduced into scientifc discussions: archival documents and semi-structured interviews collected during author`s feld research.

The specifcs of modern foreign policy are conditioned using the "soft power" strategy, and the states claiming leadership in the XXI century are increasingly resorting to the use of "soft power", which has become the leading factor of foreign policy at the present historical stage. The actualization of the phenomenon of "soft power" takes place in the economic and foreign policy areas of states. The real embodiment of the doctrine of "soft power" is the activity of cultural foundations. Within the framework of this work, the emphasis is on the general and distinctive features of the activities of cultural foundations: the British Council, the Confucius Institute, the Russian World.

Artisanal salt production in the Far East of the USSR in the 1920s: features of development

The article deals with the development of the artisanal salt industry in the Soviet Far East in the 1920s. Before the revolution, the Chinese and Koreans obtained salt by the evaporation from seawater but this industry could not cover the requirements of the population and fsheries of the Far East. After the establishment of the Soviet power, there were diffculties in supplying the region with salt, import did not satisfed the need of the domestic market, so the artisanal salt production received a new impetus for its development. The dynamics of the volume of salt production, the prospects for the further development of the artisanal salt industry, as well as the regulation of this type of economic activity by the state are revealed.

Moonshining in the Voronezh province during the NEP period

During the World War I, the tsarist government demonstrated signifcant success in anti-alcohol policy. Revolutions and Civil War have brought them to nothing. In the 1920s, not only alcohol consumption, but also private distilling acquired signifcant proportions, including in the provinces of the Central Chernozem strip of Russia. The scope of moonshine brewing was reported from the Voronezh, Tambov, Kursk provinces. Based on the materials identifed in the archives of the Voronezh region, the paper traces the causes, trends and policies of confrontation with this offense. The conclusion is formed about the absence of a unifed methodology for the elimination of moonshine, the contradictory attitude to alcohol abuse on the part of the Soviet party workers themselves, the signifcant role of the police in restraining and gradually reducing the deviation under consideration.

The article gives a brief historiography of the topic of the Russian diaspora on the pages of the magazines: "Russia and the Asia-Pacifc Region", "Ojkumena. Regional researches" and "Proceedings of the Oriental Institute". The main directions of research on the topic within the framework of these publications are highlighted. Their review and a brief description as a whole are given. Statistics are provided on aspects of the topic and geographical coverage. Attention is drawn to the lack of archival sources on the subject of the Russian diaspora.

On the example of socio-political discussions, including questions on Sakhalin shelf projects, the introduction of foreign experience in the feld of attracting foreign investment is considered. The novelty of the article lies in the analysis of the positions of certain groups of the political elite in the discussion of the liberal Law, which managed to form their circle of experts from among scientists, as well as in establishing the role of the latter in political discussions. An indepth analysis of the appeal of the discussion participants to the experience of implementing the PSA on Sakhalin is given.

The TAD is an important tool for the development of the Far East, developed and put into practice in 2015, in order to create additional incentives for domestic and foreign investors to invest in signifcant industries in the region. Over the seven years of its operation, a certain experience of the TAD has been accumulated. The rules of the special legal regime and the corresponding regulatory framework are subject to adjustments in accordance with the requests of investors and the interests of the territories. Timely identifcation of problems and development of proposals for improving the work of the TAD is the basis for their effective functioning.

Educational strategies of provincial youth in Russia

The article examines trends in the development of the higher education system in the context of the constituent regions of the Russian Federation and the mechanisms for adaptation of individual educational strategies specifc to young people in the region. The author notes that higher education institutions are capable not only of accumulating human potential, but also of determining the socioeconomic and political situation in the region. It plays a major role in the sustainable development of the region. As part of the study, the author concludes that the authorities are trying to fll in the gaps. However, this is still not enough to reverse the trend of educational and labor migration toward capital among youth.

Modern development of Primorsky Krai as a transit logistics region under external sanctions: information and image aspect

The article deals with the problems of the modern development of Primorsky Krai as a transit logistics and border region in the context of external sanctions. The author describes and analyzes the growing importance of seaports and the transport complex of Primorsky Krai as part of the world's transit transport corridors in the Eurasian direction. There is a large increase in cargo handling in the ports of Primorye in the period 2021-2022, the range of typical export, import and transit cargo is being considered. The infuence of these processes is analyzed not only on the economy of the region, but also on its image, on the information perception and information image of the region in the Asia-Pacifc region. Considerable attention is paid to the prospects for a further increase in transit transport traffc through the main ports of the region in the near future, the impact of these processes on the development of the region as a whole and its informational and image perception.

Interregional Russian-Chinese cooperation: an expert view from the regions and cities of Russia

An analysis of current trends in Russian-Chinese interregional "sister" cooperation based on a study of the opinions of 123 experts from the administrative bodies of 77 Russian sister cities and sister regions who have experience of interaction with cities and regions of China for more than 5 years shows that a solid foundation of "sister cities" " Relations between Russia and China is humanitarian cooperation. Experts associate certain expectations and future prospects with trade and economic cooperation, which far from all Russian cities and regions managed to develop on mutually benefcial terms with China. To a certain extent, this does not depend on the border position of Russian regions, but on the general level of socio-economic development, investment attractiveness and activity of administrative authorities, business circles in Russian regions and cities. In their responses, the experts assign a signifcant place to listing numerous diffculties and problems on the path of mutually benefcial Russian-Chinese interregional cooperation.

In this research the authors examine the process of institutionalization of think tanks in Vietnamese public policy. Since 1986, think tanks have played an important role during the market transformation of SRV. At that period the organizational features of the Vietnamese think tanks were formed. These features can also be seen today: low policy independence, the presence of an ideological narrative in research, a focus on the state as the main consumer of expert knowledge, and, as a result, resource dependence on it. It is important to note that these features were also found during our analysis of ten modern Vietnamese think tanks.
