Chinese Migrants and Regional Administration in the Russian Far East in the Second Half of the XIX – Early XX Centuries in the light of James Scott's research

download russian text
The article analyzes the discourse and practices of interaction between Chinese migrants and represent-atives of the Russian state in the border region within the framework of the concepts of J. Scott. The author dwells on several cases from the history of this interaction in the Russian Far East in the second half of the XIX and early XX centuries. The author comes to the conclusion that various interpretations of the factual material are possible: in some cases, we can interpret the Chinese's insubordination to the Russian authorities as subordination to the Manchu authorities, in others - as various manifestations of the resistance to any state - "the Art of Not Being Governed". In the texts of the authorities, there is a concern about the lack of subordination of the Chinese, but the presence of this discourse and the efforts of the regional administration to establish control over Asian migrants testify to the process of establishing the subordination of "Zomia" to the state.

Koryo Saram in Agriculture: 100 Years of Everyday Resistance

download russian text

The article examines the routine/everyday resistance practices of Koryo Saram in imperial Russia, early and late Soviet Union. The author follows the paradigm proposed by J. Scott while rejecting his idea of the coherence of the state. In so doing, the author demonstrates how informal economic practices of Koryo Saram (gobonji, bazaar trade, production of "Korean salads") were linked to other forms of everyday resistance. The paradoxical "other form," in Soviet times, was shock labor, which was surprisingly combined with the persistent use of traditional Korean land cultivation practices (bureaucrats used the term "Asian mode of production"). The article is divided into two parts; the frst one discusses how Russian imperial offcials, military offcers, and agronomists treated Asian agrarian techniques, and attempts to answer the question of whether the imperial Russian Far East was Scott's "Zomia" for Koreans. The paper is based on archival data, academic and journalist publications on Koryo Saram, and the author's feld data.

Chinese vegetable farmers in Soviet villages: workers or tenants?

download russian text
TThe article examines the phenomenon of Chinese vegetable farming in the USSR in 1988-1991. Using the materials of archives and oral history of Pogranichnyi district of Primorsky Krai, it shows that from the organizational and legal point of view, leasing agreements were the basis of agrarian production of Chinese brigades on the felds of state farms, although the farms' management hindered the development of this form of the economic relations with the Soviet employees. The author identifes governance techniques and discursive procedures that allowed to reduce the contradictions generated by the presence of Chinese brigades and to form in the district discourse a persistent image of the Chinese not as autonomous tenants, but as hired workers.

The "material turn" in the informal economy: China's Presence in Siberian Agriculture

download russian text
The author of this study attempts to apply the "material turn" approach - M. Delanda's Assemblage Theory - to study the Chinese presence in the agricultural sphere in Siberia within the framework of the concept of the informal economy. The paper will demonstrate how, as a consequence of the neoliberal reforms of the 1990s, the collapsed agricultural networks and abandoned infrastructure have been excluded from formal processes, production chains, and networks and have found their second birth in the feld of the informal economy. According to mechanisms of market self-organization, former collective farms and, at present, "Chinese" farms have become unique places of assembly of people, objects, and technologies - acting actors embedded in transnational, trans-local, and local networkst.

"They Planted Aluminum Cucumbers in Tarpaulin Fields": Migrants from Central Asia and China in Rural Urals

download russian text
In the article based on the author's feld materials collected in 2019-2022. on the territory of the Chelyabinsk and Sverdlovsk regions, as well as publications of media resources, the discourse about the rejection of space in rural areas of the Urals by "others" is considered. The territorial framework is due to the fact that it was in these two regions that the main number of greenhouse complexes labeled as Chinese were located. The key research question is the following: how is the formation of ideas about rural locations, torn away from the "local" migrants from China and Central Asia. Fears related to the formation of migrant enclaves in large Russian cities have not been convincingly confrmed. However, the potential for the formation of such facilities in rural areas is of considerable concern to the public. Despite the fact that there are practically no Chinese in greenhouses, the idea of their "Chineseness" is flled with new content. The Chinese greenhouse seems to be a concentration of migrants, archaic practices alien to the receiving side, aimed at "capturing" space by "others", causing damage to "us". In this sense, greenhouses as an economic object and a set of social relations are marked, frst of all, by ethnic categories - in this case, "Chineseness" - even in cases where a signifcant part of the workers are not Chinese at all, but migrants from Central Asia or local residents.

The influence of Chinese organized crime on the criminal situation in Eastern Siberia at the beginning of the XX century

download russian text
Based on diverse historical sources, the article analyzes the infuence of Chinese criminal gangs on the development of crime in Eastern Siberia at the beginning of the 20th century. The study proves that Chinese criminals as part of organized criminal groups quite often penetrated the border cities and rural areas of the eastern part of Siberia. In the conditions of the taiga and rural areas, gangs consisting of 10-40 hunghuz usually made sorties. In cities, smaller groups of 3-4 people committed crimes. At the same time, the Honghuzi operating in Eastern Siberia were well equipped with frearms. During the First World War, the presence of organized Chinese criminals on the territory of the Russian Empire became especially widespread. The border location of Eastern Siberia signifcantly complicated the struggle of law enforcement agencies against the Hunhuzism.

Metropolitan municipalities in the subjects of the Far Eastern Federal District (in the context of a small municipal reform)

In most Russian cities, they switched to a system of indirect elections of mayors. An important question for the study is how and under what conditions this transition was carried out and how likely it is to return to the system of direct elections of the mayor. Along with the election of the mayor of the capital district, the analysis of their parliamentary component is relevant. In particular, we were interested in the question of how manageable they became after the transition to a mixed system and the return to the practice of elections by the majoritarian system and / or the reduction of the proportional part.

Institutionalization of think tanks in Vietnam and their role in public policy. Part 2

download russian text
In this research the authors examine the process of institutionalization of think tanks in Vietnamese public policy. Since 1986, think tanks have played an important role during the market transformation of SRV. At that period the organizational features of the Vietnamese think tanks were formed. These features can also be seen today: low policy independence, the presence of an ideological narrative in research, a focus on the state as the main consumer of expert knowledge, and, as a result, resource dependence on it. It is important to note that these features were also found during our analysis of ten modern Vietnamese think tanks.
